Can I soundproof a water pump accumulator

He short answer- yes! Creating a sound insulated box for a water pump (the noisy part) and the accumulator is fairly easy, using either commercial sound proofing material within a plywood box.. Just make sure there is plenty of space around the pump.

A water pump accumulator can be surrounded with soundproofing material; something like glass fibre wool might be good.
If there is a problem with noise it might be worth tackling the cause which is probably transmitted vibration from the water pump. It is worth making sure the pump is well mounted with anti vibration mounts (usually grommets) and that the water pipe connections to the pump are via 18" lengths of hose not solid pipe, as even plastic pipe will transmit vibration.
