I am sure that my colleagues will come up with some more technical suggestions but let's consider the obvious ones first -
Is there any fuel in the tank?
Is the stop valve between the tank and the engine open?
Are the fuel filters clogged? Check for excess sediment or the diesel bug.
If the fuel filter has been changed recently, is there an airlock in the fuel line?
Is the fuel pump working?
It's probably not one of these but it's always worth checking the easy possibilities first.

Try bleeding the fuel feed to the injector pump, then bleed each injector line whilst turning the engine over until there are no bubbles, only fuel.

It is probably air getting into the fuel through a bad joint and causing an air lock within the filter or injector pump.
Sounds as though the fuel supply is restricted somewhere; check the pipes are clear and not damaged or partially blocked.
