WW says:

One company that specialises in designing and constructing boats for physically handicapped users is Starline Marine based at Upton on Severn in Worcestershire. (This company is not to be confused with Starline Narrowboats, a hire boat operator also at Upton, and definitely not with Starline Boats at Nuneaton.)
Ian Cundy at Starline Marine has considerable expertise in boats with wheelchair access as well as remote steering and control systems. He can be contacted on 01684 574774. His website is at www.starline.demon.co.uk.
