is it necessary to remove old anodes when renewing part worn ones

It is perfectly feasable (and, indeed, quite god practice) to weld new ones next to the old, part-worn ones. If at all possible, give the old ones a good scrub (NOT with a metal brush, though!)as this exposes more bare metal, rather than an oxide layer- and will help both the performance of the anodes, and the life of the new ones.
