treating internal hull rust

inside of my hull has a 1/4 inch crust that i understand can be common.
after scraping what is an economical way to treat it , ive often seen rust come through red oxide, and fertan needs to be painted within 6 months, and is expensive

WW says:

If all the rust has been mechanically removed rust converter will not be required as it only acts on iron oxide (rust). A metal primer containing zinc will protect the steel but will need to be over-coated with gloss paint for maximum protection.
